BID OPENING: The Village of Newburg hereby gives notice that sealed Bids will be received by the Village Clerk in the Village Office, 620 W Main Street, P.O. Box 50, Newburg, Wisconsin, 53060, until 10:00 A.M., local time, Tuesday, September 22nd, 2020, for the Police Department Storage Building. 

All Bidders are required to attend the Mandatory Pre-Bid Conference to be held at 10:00 AM, local time, Monday, September 14th, 2020 at Village Office, 620 W Main Street, Newburg, Wisconsin, 53060.  Bids will be opened publicly and read aloud immediately after the specified closing time. Interested parties are invited to attend.  Bids submitted after this time will not be accepted.  The Village intends to award the Contract at the September 24, 2020 Board Meeting.

DESCRIPTION OF WORK: The project (hereby referred to as “Project”) is officially known as “Police Department Storage Building”.  The Project is described as a pre-engineered, cold storage building for Police Department vehicles.  This project will consist of furnishing all design, labor, materials, and equipment necessary for the construction of the Project.

In general, work consists of the following:

Base Bid – Pre-engineered metal building and sitework

  • Design and construction of pre-engineered metal building and associated sitework, including, but not limited to rough grading, final grading, concrete pad, interior and exterior drainage, power supply,
  • Allowance for light fixtures and installation shall be $3,500.00.

The Project shall also consider including Alternate Bid(s).

Alternate Bid 1 – Heating, Ventilation, and Air Conditioning (HVAC)

  • Provide HVAC system for Evidence Storage to maintain seasonal temperatures between 60° – 80° F.

Together with pre-engineered metal building and sitework.

LEGAL PROVISIONS: The Contract letting shall be subject to the provisions of Sections 62.15, 66.29, 66.293, and 779.15 of the Wisconsin Statutes.

ALTERNATE BID ITEMS: The low bidder for purposes of award shall be the conforming responsible bidder offering the low aggregate amount for the Base Bid item, plus or minus those Alternate Bid items providing the most features of the work within the funds determined by the Village to be available before bids are opened. After determination of the low bidder as stated, award in the best interests of the Village may be made on the selected Base Bid item and any combination of Alternate Bid items for which funds are determined to be available at the time of the award, provided that award on such combination of bid items does not exceed the amount offered by any other conforming responsible bidder for the same combination of bid items.

RIGHT TO REJECT BIDS: The Village reserves the right to reject any and all bids, the right to waive irregularities and informalities in bidding, the right to disregard all nonconforming, non-responsive, unbalanced or conditional bids, and the right to accept the bid which best serves the interests of the Village.

CONTRACT SECURITY: The bidder to whom a Contract is awarded shall furnish a Performance Bond for the full amount of the Contract within 10 days of award or execution of the Contract. The Performance Bond shall contain a provision to increase the Performance Bond by the amount of any change orders that might increase the amount of the Contract price. If such bidder fails to execute and file such Contract and Performance Bond, within the 10-day period, the check, bond, or bank draft accompanying the bid shall be forfeited to the Village of Newburg as liquidated damages.

BID WITHDRAWAL: The Village reserves the right to postpone the award of the contract and no bids shall be withdrawn for a period not exceeding 60 days after the date and time set forth in the Bid Opening. The Village further reserves the right to retain the bid security of the three (3) lowest bidders during that time.
